The City of Baxley is seeking engineering firms to provide services for a potential Community Development Block Grant (CDBG) project. The project involves street, drainage, water, and/or sewer improvements. Responding firms should be technically qualified and licensed in the State of Georgia. They should submit a statement of qualifications, including their history, experience with CDBG programs, key personnel, scope of service, and fees. The city reserves the right to accept or reject any proposal. • The project may be subject to the Build America, Buy America Act (BABA) • Firms should be aware of the requirements of Section 3 of the HUD Act of 1968, as amended • The draft Preliminary Engineering Report (PER) is needed by March 6, 2026 • The city abides by federal and state contract provisions, as well as laws related to HUD-assisted projects • Proposals should be submitted to Ms. Keri Orvin, City Manager, by February 23, 2026, at 5:00 PM ET
