The City of Oxnard is seeking a professional engineering services firm to prepare a Storm Drainage System Master Plan. The plan should address existing conditions, long-range land use plans, and General Plan build-out requirements. The scope of work includes data collection, existing storm drainage system mapping, development of performance, design, and prioritization criteria, model development, and regulatory compliance assessment. The selected firm will provide a detailed master plan report, including an executive summary, introduction, project purpose and goals, and conclusions and recommendations. • The storm drainage system master plan should consider the city's existing stormwater system, which comprises approximately 388 miles of storm drain pipes, open channels, and four stormwater pump stations. • The plan should identify areas of flooding and propose solutions to mitigate these issues. • The consultant should summarize up to six recent/relevant forecasts of sea level rise through the year 2100 and select an appropriate sea level rise value for use in developing the city-wide modeling. • The consultant should develop a model of the storm drain system using XP-SWMM software and evaluate existing conditions, including flooding depths and flow rates. • The consultant should provide a summary of regulatory compliance assessment and recommendations. • The consultant should prepare a detailed master plan report, including all necessary chapters and appendices.
