The National Geospatial-Intelligence Agency (NGA) is seeking information on how interested contractors could provide services related to the measurement of surface optical properties and bulk properties of materials, the development of models that use the measurements to create signatures of interest, and the curation of material databases. The focus is not on software development, maintenance of existing software, or exploitation.
