The Naval Surface Warfare Center Dahlgren Division intends to establish a Basic Ordering Agreement (BOA) / Indefinite Delivery / Indefinite Quantity (IDIQ) on a sole source basis to 3dB Labs Inc. for the SCEPTRE signal processing software and associated services. The requirement is to implement the SCEPTRE software solutions for advanced signal processing and Radio Frequency (RF) signal collection in a designated environment, with appropriate support for seamless installation, configuration, and ongoing technical assistance. • The SCEPTRE software was designed to optimize performance for a range of Radio Frequency (RF) testing, analysis tasks, and advanced signal processing capability. • The software has built-in classified and unclassified Digital Signal Processing (DSP) signal detectors and classifiers required by the Government’s system to target specific adversary signal sets. • The software has built-in Radio Frequency Distribution Unit (RFDU) control and the ability to configure and share RF data streams. • 3dB Labs, Inc. is the sole developer and provider of the SCEPTRE Signal Processing Software.
