The Naval Research Laboratory (NRL) is seeking innovative proposals for basic and applied scientific research in various areas, including maritime applications of new and improved materials, techniques, equipment, systems, and ocean, atmospheric, and space sciences. The research will be conducted in collaboration with educational facilities and industry partners. Proposals will be evaluated based on technical merit, importance to agency programs, and fund availability. The primary basis for selecting proposals will be technical merit, with cost realism and reasonableness also considered. Some key points to consider: * Proposals should be submitted in the form of a white paper, which will be reviewed for technical merit and relevance to the NRL's research areas. * The white paper should include a rough order of magnitude cost estimate and a description of the proposed research, including its technical approach and potential benefits to the Navy. * Proposals may be submitted by any responsible source from academia, industry, or the research community. * Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to submit proposals. * The NRL reserves the right to fund all, some, or none of the proposals received under this BAA.
