BIDS will be received by the County Commissioners of Queen Anne’s County Department of Parks and Recreation office located at 1945 4H Park Road, Centreville, Maryland 21617 until 2:00 P.M. local time on May 13, 2025, at which time the bids will be opened and publicly read aloud. The work consists of construction of a replacement concrete boat ramp, bulkhead, and associated cofferdam in Deep Landing and Crumpton Landing, Maryland. BIDDERS are advised that the work is to be accomplished on a lump sum basis and all work shown on the Contract Drawings and specified herein shall be included in the prices BID unless otherwise specifically defined. This project will be subject the state Prevailing Wage requirements if the contract awarded exceeds $250,000.00. Each BID must be submitted in a sealed envelope, addressed to the COUNTY COMMISSIONERS OF QUEEN ANNE’S COUNTY DEPARTMENT OF PARKS AND RECREATION located at 4H Park Road, Centreville, Maryland 21617. Each sealed envelope containing a bid must be plainly marked on the outside as DEEP LANDING AND CRUMPTON LANDING REPLACEMENT OF BOAT RAMP AND BULKHEAD and the envelope should bear on the outside the name of the BIDDER, his address, and his Contractor’s license number. BIDDER shall include a copy of his license with the completed bid form. If sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope, with the notation “SEALED BID ENCLOSED” on the face thereof. Any BID received after the time and date specified may not be considered. All BIDS must be made on the BID form supplied by the Owner. All blank spaces for BID prices must be filled in, in ink or typewritten, and the BID form must be fully completed and executed when submitted. One copy of the BID form is required. Any interlineation, alteration, or erasure on the BID form must be initialed by the signer of the BID. Each copy of the BID shall be signed by the person or persons legally authorized to bind the BIDDER to a contract, using the legal name of the signer. A BID submitted by an agent shall have a current Power of Attorney attached certifying the agent’s authority to bind the BIDDER. BIDDERS shall supply all information and submittals required by the bid documents to constitute a proper and responsive BID. Any ambiguity in any BID as a result of omission, error, lack of clarity or noncompliance by the BIDDER with specifications, instructions, and/or all conditions of bidding shall be construed in the light most favorable to the Owner.
