The U.S. Government intends to award a contract on a sole source basis to Central Texas College for Military Skills Enhancement (MSE) instruction at Fort Hood, Texas. The contract will be for a period of performance of up to 36 months. The contractor will provide instructors for courses taught in Troop School for Military Occupational Specialty (MOS) improvement, or other courses, as required by the Government. The contractor will also provide personnel, management, and supplies necessary to conduct MSE instruction for Soldiers, DA civilians, or Contractor personnel. * Provide instructors with a minimum of five years of military experience and certification in the Army Basic Instructor Course (ABIC), Common Faculty Development Instructor Course (CFD-IC) or Foundation Instructor Facilitator Course (FIFC). * Provide a minimum of 40 hours in length for each transcript or evaluated post-secondary credit, or one semester hour awarded, for each course listed on Attachment 7-MSE Instruction. * Administer tests in accordance with TRADOC approved POI. * Maintain test scores for each student for one fiscal year after course completion. * Provide course rosters for each course and each course test. * Provide a written report by MSC, course title, number of Soldiers, DA civilians, and Contractor personnel who attended MSE instruction during the month and the cost for each course. * Provide an annual report at the end of each fiscal year of students attending courses.
