The Montana State University Procurement & Contract Services is considering a request from MSU Spectrum Lab to award a Sole Source contract to Electro Rent Corporation for a Vector Network Analyzer. The requirements for the Vector Network Analyzer include a 4 Port differential vector network analyzer, minimum 50GHz Bandwidth, dual output source and integrated vector mixer measurements, compatibility with current lab infrastructure, and low phase noise at 50GHz. Vendors who believe they can provide an equivalent product and service are invited to provide a detailed description of their product or service and explain how they meet the required specifications. • The Vector Network Analyzer is required to perform S-parameter measurements on RF mixers and frequency converters as well as high frequency active RF components. • The minimum 50GHz Bandwidth is required to test high bandwidth RF components to be used in THz communication platforms as well as for high frequency electro-optical systems. • The dual output source and integrated vector mixer measurements are required to test 3 port devices without the need of an external reference oscillator. • The Vector Network Analyzer must be compatible with current lab infrastructure developed around Keysight's test and measurement Suite. • The low phase noise at 50GHz is required to ensure clean RF input into active devices for characterization of system response.
