The Commander, Navy Installations Command (CNIC) is seeking a contractor to establish a five-year program to provide fellowships to military spouses. The program will administer paid fellowships with various employers across diverse industry sectors. The contractor will be responsible for identifying the parameters of the program, including program management, numbers of spouse participants, compensation to spouses, and a cost-benefit analysis. The contractor will also provide overall project management, collaborate with other CNIC program offices, and facilitate employer resume reviews and recruit fellowship candidates. • The program will provide 12-week fellowships to currently serving military spouses. • The fellowships may be conducted via onsite, remote, or hybrid arrangements. • The contractor shall propose their best solution to the government for facilitation and management of the program. • The contractor shall emphasize employment opportunities that may result in remote work as well as emphasize all geographical areas to include overseas. • The contractor shall provide a means by which participating spouses will be compensated while in their fellowship status.
