The City of Winter Park is seeking statements of qualifications from firms to provide professional engineering services for the Water and Wastewater Utilities Department under a continuing contract. The scope of services includes planning, engineering, permitting, design, bidding support, construction administration and management, operational support, utility management, and other related tasks. The contract will be in effect for 36 months with the option to renew for two 12-month periods. The City will evaluate proposals based on qualifications, experience, technical expertise, financial stability, and other factors. • Master planning for the potable water, wastewater, and reclaimed water system • Conceptual, preliminary, and final design for potable water, wastewater, and reclaimed water conveyance and treatment plant improvements or expansion • Hydraulic model development and analysis for potable water, wastewater, and reclaimed conveyance infrastructure • Regulatory permitting and compliance support • Bidding or bidding support • Construction administration, management, and inspection • Operational assistance related to the treatment process and plant equipment • Planning, feasibility, and analysis reports, studies, and evaluations • SCADA and HMI design, programming, and operational support • Consumptive use permitting and compliance reporting • Utility rate and impact fee analysis and development • Collaborative project delivery strategy consultation, procurement and contractual documentation, and project execution support • General support services for any technical, contractual, administrative, and regulatory requirements
