The City of DeSoto is seeking a qualified consultant to develop comprehensive operating documents for the new McCowan Aquatic and Recreation Center. The consultant will work closely with the DeSoto Parks and Recreation Department to ensure that all operational documents align with industry best practices, regulatory requirements, and community needs. The scope of work includes developing a facility operations manual, aquatic program development, recreation programming and scheduling, staffing and training framework, facility maintenance and safety compliance, financial and revenue strategies, and marketing and community engagement. • The facility is expected to open in Spring 2026 and will feature a full-scale indoor competition pool, a fitness track, a fully equipped fitness area, and training studios. • The consultant will be responsible for developing comprehensive operating documents, including a facility operations manual, aquatic program development, and recreation programming and scheduling. • The consultant will also be responsible for developing a staffing and training framework, facility maintenance and safety compliance plan, and financial and revenue strategies. • The City of DeSoto is seeking a consultant with experience in developing comprehensive operating documents for recreational facilities. • The consultant will be required to work closely with the DeSoto Parks and Recreation Department and other stakeholders to ensure that all operational documents align with industry best practices and community needs.
