Description:
The Executive Office of Housing and Livable Communities (EOHLC) is seeking a contractor to conduct a comprehensive facility condition assessment (FCA) for all state-aided public housing developments in Massachusetts. The assessment will include evaluating the condition of building components, such as site and landscape, architectural, mechanical, electrical, plumbing, and fire protection. The contractor will be required to survey a representative sample of units, update the installation and expiration years for each building component, and provide a report on the findings. The contract is expected to have an initial duration of approximately 12 months, with two renewal options at approximately six months each. Key aspects of the job include: • Conducting a comprehensive facility condition assessment for all state-aided public housing developments • Evaluating the condition of building components, such as site and landscape, architectural, mechanical, electrical, plumbing, and fire protection • Surveying a representative sample of units and updating the installation and expiration years for each building component • Providing a report on the findings, including recommendations for future electrification efforts • Coordinating with local housing authorities to identify an appropriate and representative sample of units for each development • Updating the component information within the Capital Planning System (CPS) • Meeting with EOHLC for a project kickoff meeting and attending necessary meetings during each phase of the project The ideal contractor will have experience in conducting facility condition assessments, as well as strong project management and communication skills. They will be required to work closely with EOHLC and local housing authorities to ensure the successful completion of the project.
