Description:
The Hood River County is seeking a firm to provide design-build services for a solar plus storage microgrid at the Mt. Hood Town Hall. The goal of this project is to construct a resilient on-site solar plus storage system to support facility operations during a power outage, offset operating costs, enhance sustainability, and support the Mt. Hood Towne Hall Association's mission. The system must provide power to the larger grid system when operating under everyday circumstances and island itself from the grid system during an emergency event. The project includes the installation of solar photovoltaic systems, battery energy storage systems, and microgrid controls. The successful proposer will be responsible for all aspects of design, engineering, procurement, installation, and commissioning of the microgrid system. Key features of the project include: • Installation of a solar photovoltaic system with a capacity of approximately 55 kW • Installation of a battery energy storage system with a capacity of approximately 60 kW / 307.2 kWh • Installation of microgrid controls and integration with the existing grid system • Completion of electrical infrastructure reconfiguration and upgrades • Interconnection, testing, and commissioning of the microgrid system The project is expected to be completed within 24 months, with construction beginning before December 20, 2025, and completion by December 20, 2027.

Budget Estimate (AI):

$800,000 – $1,200,000

The estimated budget for this project can be based on the rough-order-magnitude (ROM) construction budget provided in the feasibility report. The total cost of the project is estimated to be $952,933. This includes the cost of materials, labor, design, and other expenses. The grant funding from the Oregon Department of Energy is $1,000,000, which will cover a significant portion of the project costs. The county may also claim a federal tax credit of 30% of the total install cost. Considering these factors, the estimated budget for the successful proposer could be in the range of $800,000 to $1,200,000, depending on the final project costs and the amount of grant funding and tax credits claimed.
