The City of Folsom is seeking a consultant to develop a site planning and environmental assessment for the City's new Corporation Yard site. The scope of work includes reviewing background documentation, updating staffing and facility needs, utility identification and coordination, site survey, site planning, conceptual alternatives analysis and costing, grant support, and environmental documentation. The consultant will be required to submit a proposal that includes a transmittal letter, introduction, scope of work, consultant and sub-consultant staff, consultant qualifications and references, team resumes, and a consultant rate schedule. The City will evaluate proposals based on relevant experience and qualifications, project approach and understanding, innovation and sustainability strategies, schedule and project management plan, and references and past performance. • The consultant will be required to review existing relevant documents and interview key stakeholders as part of the background investigation. • The consultant will be required to conduct a staffing and facility needs assessment for the Year 2050 Buildout Scenario. • The consultant will be required to research available utility connections in the area and coordinate with relevant utility providers. • The consultant will be required to prepare a preliminary site plan that includes long-term operational efficiency and space planning, integration of Electric Vehicle (EV) charging infrastructure, and opportunities for solar energy and sustainable design. • The consultant will be required to determine how much additional environmental documentation is required to enable the City to proceed with rough grading and eventual site construction.
