Description:
The Defense Information Systems Agency (DISA) is seeking a contractor to provide Electromagnetic Spectrum (EMS) Services, Applied Engineering, Spectrum, and Electromagnetic Environmental Effects (E3) Engineering Analysis Support. The contractor will provide technical support in the planning, research and development, design acquisition, and testing of spectrum-dependent systems in the operational electromagnetic environment (EME). The scope of work includes E3 and spectrum engineering support, technical advice support, spectrum supportability risk assessments, equipment spectrum certification and supportability, and spectrum measurement support. The contract is an Indefinite-Delivery, Indefinite-Quantity (ID/IQ) contract with a maximum contract ceiling value of $38,680,138 and a minimum guaranteed award amount of $500.00. • The contractor shall analyze equipment and systems for potential E3 problems and recommend solutions. • The contractor shall provide E3 and spectrum engineering support, including radio frequency (RF) measurements and E3 assessments. • The contractor shall perform spectrum supportability risk assessments in accordance with DoD Instructions 4650 and the Joint Services Guide. • The contractor shall perform equipment spectrum certification and supportability, including frequency allocation support and host nation coordination. • The contractor shall provide measurement support to ensure that S-D systems can operate compatibly with intended operational and test environments.
