A. INTRODUCTIONThis section sets forth the specific requirements necessary to fulfill the Contractor’s requirements under any resulting contract. Specifically, the Proposer shall submit a proposal to COTA that includes your background in environmental consulting services and how it would support COTA’s maintenance facilities, transit centers, transit terminals, park and rides and bus stops. The Contractor shall also provide consulting services as required on environmental issues related to COTA operations for a five (5) year period. The services provided will be on a task order basis for this contract term. The Contractor shall have a full-time Professional Engineer licensed to practice in the state of Ohio on its staff and furnish documented experience in providing environmental consulting services.The selected Contractor shall have a good understanding of the environmental history at 1600 McKinley Avenue Columbus, Ohio 43222 and 1333 Fields Avenue Columbus, Ohio 43201. The Contractor shall comply with all federal, state and local rules and regulations, including, but not limited to, those rules and regulations promulgated by the Bureau of Underground Storage Tank Regulation (BUSTR), including those requirements set forth in the Corrective Actions Guidance Document, the Petroleum Underground Storage Tank Release Compensation Board (PUSTRCB), the State Fire Marshal’s Office, and the U.S. and Ohio Environmental Protection Agencies. The Contractor shall demonstrate the working relationship they have with BUSTR and PUSTRCB. The Contractor needs to demonstrate they have the ability to perform the following tasks:To follow the Corrective Actions implementation in accordance with BUSTR 2017 CA Rule requirements that may include the following tasks:a. Perform or oversee Underground Storage Tank (UST) closures b. Tier 1 Investigationsc. Tier 2 & 3 Evaluationsd. Remedial Action Planninge. Implementation and investigation of remedial options f. Abandonment of existing wells and all related equipment once a No Further Action (NFA) has been received. The Contractor shall comply with all PUSTRCB requirements if there are any future incidents, so that costs associated with the continued corrective actions will be reimbursed by PUSTRCB to COTA, to the maximum extent permissible by law. This includes, but is not limited to, the submittal of invoices which provide an itemization of the hours worked, the hourly rate for the work done, and a detailed description of the work completed. Will be required to submit all documentation for reimbursement. III-1The Contractor, in the execution of this contract, will report directly to the COTA Director of Facilities and/or his designee to act and respond to the Authority in all matters relating to the proposed task-order’s scope of work.
