The U.S. Department of Energy (DOE), Office of Critical Minerals and Energy Innovation (CMEI) is seeking input from interested organizations regarding their capability to manage and operate the National Laboratory of the Rockies (NLR). The NLR is a Federally Funded Research and Development Center (FFRDC) that employs approximately 2,600 personnel and has an annual budget of approximately $1 billion. The laboratory bridges research with real-world applications to advance energy technologies. CMEI is conducting market research to inform a prospective Request for Proposal (RFP) to solicit proposals to operate NLR under a Management and Operating (M&O) contract. Key points to consider: • The current M&O contract will expire September 30, 2028. • The NLR has a significant project management portfolio and requires substantial interface with international partners. • The contract will require modernization of business and operational systems/processes. • Interested parties are invited to submit a response to this RFI, which should include information on their capability to manage and operate the NLR, as well as any perceived barriers or risks associated with the contract.
