The General Services Administration (GSA) is seeking information from interested and qualified contractors for providing rate case expert witness and utility regulatory consulting services. The contractor will assist GSA in representing federal consumer interests, and must have an intimate knowledge of state regulatory commission rules, practices, and policies nationwide, with a specialized focus on the District of Columbia Public Service Commission, Maryland Public Service Commission, and New York State Public Service Commission. The services provided must be non-personal services and are not inherently governmental. Some of the core tasks include consulting and analysis, testimony and litigation support, and customer assistance. • The contractor must have pertinent subject matter expertise and demonstrate experience in performing work similar to these requirements from within the past six months. • The contractor must have an intimate knowledge of state regulatory commission rules, practices, and policies nationwide. • The contractor must not be legally affiliated with nor have any financial interest in any utility company. • The contractor must agree not to represent another client in any case GSA is formally a party to without the prior written consent of GSA.
