The U.S. Office of Personnel Management (OPM) is seeking a modern dynamic recruitment platform to attract, engage, and convert early career talent into applicants for Federal employment opportunities. The platform should be capable of targeting students according to their academic majors, career interests, and related qualifications, and direct them to relevant job opportunities on USAJOBS. The contractor shall provide a recruitment platform capable of talent targeting and engagement, integration with USAJOBS, job matching capabilities, mobile accessibility, university reach and network, scalability and performance, analytics and reporting, and agency support. Some key features of the platform include: • Identifying and targeting students nationally and early career professionals based on college/university enrollment, academic majors and degree programs, skills, interests, and career preferences • Delivering targeted outreach campaigns and promoting Federal job opportunities aligned with candidate profiles • Providing direct integration with USAJOBS, including deep linking to relevant job announcements and ability for users to seamlessly transition to USAJOBS to apply • Matching students to Federal job opportunities based on academic background, career interests, and location preferences • Recommending relevant USAJOBS postings in real time or near real time using AI-driven candidate-job matching • Providing full functionality on mobile devices, including job discovery, notifications, and application redirection to USAJOBS • Access to a broad network of U.S. colleges and universities, with the capability to reach students across diverse institution types and scale outreach nationally • Support for a minimum of 50,000 concurrent or active student users, with reliable system performance and minimal downtime • Secure handling of user data, with compliance with all applicable Federal data privacy and security requirements • Providing dashboards and reports on student engagement, click-through rates to USAJOBS, application conversion metrics, and demographic and academic segmentation insights • Enabling Federal agencies to promote job opportunities, participate in campaigns or targeted outreach, and receive insights on candidate pipelines
