CORTLAND WASTEWATER TREATMENT FACILITY (WWTF) AERATION SYSTEM REPLACEMENT
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Cortland WWTF Aeration System Replacement project will be received at Cortland City Hall, 25 Court Street, Cortland, NY 13045, until 2:00 P.M. local time on Tuesday, March 24, 2026, at which time the Bids received will be publicly opened and read.
The proposed work involves providing all labor, materials, tools, and equipment necessary to complete the following work at the City of Cortland WWTF: Remove and dispose of existing diffusers in 8 aeration tanks, install new aeration tank diffusers, and refurbish three blowers. Work also includes installation of DO and ORP probes, new sludge blending lines, and replacement of valve actuators. Bid Alternates include: add a fourth blower to the existing train and replace existing three blowers with new. Bids shall be on a unit price and lump sum basis for Contract Nos. General: CC-2026-G and Electrical: CC-2026-E.
The Issuing Office for the Bidding Documents is: Cedarwood Engineering Services PLLC, 625 Main Street, Saratoga Springs, NY 12866, (518) 623-5500. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8 A.M. and 4:00 P.M.
Bidding Documents must be obtained from the Issuing Office by contacting Jenny Catalano at jcatalano@cedarwoodengineering.com or by phone at 518-623-5500. Bidding Documents are available as portable document format (PDF) files for a deposit of $25. Printed Bidding Documents may be obtained from the Issuing Office by in-person pick-up or USPS mail/shipping for a deposit of $95 per set. All costs associated with mailing or shipping printed Bidding Documents are at the bidder’s expense. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Only bids from those companies who have registered with and received Bid Documents from the Issuing Office will be accepted. All deposits will be refunded to the bidders after the bid has ended.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. No bidder may withdraw their bid within forty-five calendar days after the actual date of the opening. Each bid must be accompanied by a bid security in the amount of five percent of the maximum bid price, as determined by adding the base bid and all alternatives, in accordance with the Instructions to Bidders. The successful bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price. This project is funded using a NYSDEC WQIP grant and will require Minority and Women-owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business(SDVOB) participation.
The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
A pre-bid conference will be held at 10:00 A.M. local time on Tuesday March 10, 2026 at the job site: City of Cortland Wastewater Treatment Facility, 251 Port Watson Street, Cortland, NY 13045. The pre bid conference is not mandatory.
