The City of Raleigh is seeking a Housing Rehabilitation Consultant to provide services for the Housing and Community Development Department. The selected consultant will manage all aspects of project delivery, including preconstruction, construction monitoring, and project closeout. The consultant will work on single-family and multi-family projects, developing specifications, managing budgets, and ensuring compliance with building codes. The ideal candidate will have at least 5 years of experience as a rehabilitation consultant, hands-on residential rehabilitation experience, and knowledge of current unit pricing for labor and materials. Key responsibilities include: • Setting up appointments with clients and inspecting potential properties • Coordinating with Department staff to meet with homeowners and clarify project terms • Preparing plans and detailed rehab specifications and cost estimates • Soliciting and reviewing bids from contractors • Monitoring construction work and ensuring compliance with contractual parameters • Approving submittals and change orders • Facilitating the obtaining of a Certificate of Occupancy and final close-out of the property
