The City of Wheatland is seeking bids for the construction of the Wheatland Regional Sewer Pipeline project. The project involves furnishing all labor, materials, tax, equipment, incidentals, and services for the construction and completion of the pipeline. The work includes construction of a 7.7-mile pipeline, three pump stations, horizontal directional drilling, demolition and replacement of an existing pump station, electrical controls, culvert replacement, site restoration, start-up and testing, and all other additional and various items of work as needed to construct a complete and operational project. The estimated cost of the work is $24,800,000 for the pipeline and $51,400,000 for the pump stations. • The project requires a pre-bid conference attendance, which will be held on January 9, 2026, at 1 pm to 3 pm. • The project involves work in public rights of way, Caltrans Right of Way, UPRR Right of Way, and on private property. • The contractor will be responsible for coordinating access to all areas outside of public right of way with the City and all affected property owners. • The contractor will be required to submit a proposed work schedule outlining the phases of work to the City for review prior to the start of work. • The contractor will be responsible for developing a pigging and flushing plan to be submitted to the Engineer for approval prior to pigging and flushing. • The contractor will be required to perform hydrostatic testing of the pipeline and report the results to the Engineer.
