The Denver Regional Council of Governments (DRCOG) is soliciting proposals to launch the Growth Access Programs (GAPs) – Young Adult Workforce. The purpose of this request for proposals (RFP) is to award a single contract, totaling $900,000 over two years, to deliver heating, ventilation and air conditioning (HVAC) and cold-climate heat pump job training to young adults aged 18–24 in the DRCOG region, preparing them for quality careers in the building decarbonization trades. • The selected respondent will provide hands-on HVAC technical training, soft skills development, stipends for training, and post-program support, including wraparound services and referrals to the DRCOG Green Workforce Hubs, to help participants overcome employment barriers. • The Applicant Team should have demonstrated experience in delivering HVAC and heat pump technical training and providing wraparound services tailored to the needs of young adult populations. • The project aims to equip young people with meaningful careers in the clean energy workforce, addressing the challenges faced by young adults in entering the workforce and the urgent need for new talent in the building decarbonization sector.
