The City of Fontana is seeking a qualified project consultant to assist in the evaluation, selection, and potential implementation planning of a Computer-Aided Dispatch (CAD) and Records Management System (RMS) for the Fontana Police Department. The consultant will assess the department's current CAD/RMS environment and future needs, facilitate stakeholder engagement, develop functional and technical requirements, identify and compare leading CAD/RMS solutions, and provide a cost-benefit analysis. The scope of work includes needs assessment, requirements development, market research, vendor shortlisting, procurement support, recommendation and reporting, pre-implementation guidance, and implementation guidance. • The consultant will conduct stakeholder interviews and workshops to identify current operational gaps and inefficiencies. • The consultant will develop a detailed set of functional and technical requirements for the new CAD/RMS system. • The consultant will create a functional requirements catalog, define integration needs, and establish cybersecurity and compliance requirements. • The consultant will conduct a market scan of leading CAD/RMS providers and evaluate vendor solutions. • The consultant will assist in drafting or reviewing the Request for Proposal (RFP) or Request for Quote (RFQ) and develop structured evaluation tools for vendor selection.
