The City of Richland, on behalf of the Tri-Cities HOME Consortium, is soliciting statements of qualifications from agencies/contractors for the development and ongoing management of an affordable housing project through the HOME-ARP program. The project aims to address housing instability and homelessness. The selected agency/developer will be responsible for developing and managing the affordable housing project, including obtaining gross income verification for tenants, determining rent and utility allocation, and working with qualified populations. The Consortium will provide reimbursement of expenses up to $762,707.00 and ongoing monitoring for 20 years. • The project includes developing affordable housing, managing affordable housing, and obtaining gross income verification for tenants. • The Consortium is seeking a consultant or consultant team with experience in developing affordable housing, managing affordable housing, and working with qualified populations. • The selected agency/developer will be responsible for describing exactly what the funding will be utilized for, including construction, purchase, rehabilitation, and soft costs. • The agency/developer will also be responsible for providing a housing management plan upon development completion. • The Consortium will evaluate submittals based on criteria such as organization and completeness of submittal response, project approach, agency/developer's experience, and similar projects.
