The Judiciary, State of Hawaii is seeking proposals to provide juvenile substance abuse treatment services. The services will be provided to adolescents with alcohol and/or other drug-related problems who may be ordered by the court or referred to obtain such services. The proposal should include a comprehensive narrative that addresses all issues contained in the proposal application instructions, including a cost proposal/budget if required. The contract period is from April 1, 2026, to June 30, 2027. • The proposal should include a program overview, experience and capability, project organization and staffing, service delivery, financial, and other information. • The proposal should be submitted electronically through the Hawaii Electronic Procurement System (HIePRO). • The Judiciary will use HIePRO to issue the RFP, receive proposals, and issue Addenda to the RFP. • A mandatory .75% (.0075) transaction fee will be charged to the awarded vendor based on the original award amount.
