Description:
The Department of Juvenile Services is seeking contractors to provide community-based behavioral health evaluations for male and female adolescent youth who are adjudicated or pre-adjudicated delinquent and/or court-ordered to participate in evaluations. The evaluations will be conducted in multiple regions throughout the State of Maryland. The contractor will be responsible for providing comprehensive psychological, psychiatric, and psychosexual evaluations, as well as consultations and treatment recommendations. The contract will be for a period of five years, with no option periods. The contractor will be required to meet with the Regional Director and Contract Monitor at least monthly to discuss implementation successes, challenges, and strategies to address challenges. Some key points to consider include: • The contractor must have at least two years of experience providing community-based mental health evaluations to court-involved youth. • The contractor must provide a written evaluation report that includes DSM-5/ICD-10 diagnoses, recommendations for treatment, and a summary of testing administered. • The contractor must conduct psychological testing using instruments and/or inventories that are culturally, ethnically, and racially appropriate and psychometrically sound. • The contractor must participate in quarterly oversight meetings to discuss program performance and problem-solve issues. • The contractor must comply with all applicable laws, regulations, and standards, including those related to confidentiality, privacy, and cultural competence.

Budget Estimate (AI):

$5,000,000 – $15,000,000

Based on the scope of work and the fact that the contract will be for a period of five years, the estimated budget for this opportunity could be in the range of $5 million to $15 million. This estimate is based on the assumption that the contractor will provide evaluations for approximately 500-1000 youth per year, with an average cost per evaluation of $1,000 to $3,000. However, this is a rough estimate and the actual budget could be higher or lower, depending on the specific requirements of the contract and the number of youth served.
