Description:
The City of Pomona is seeking an engineering firm (or a qualified team) to design, specify, and support the replacement and upgrade of three indoor control panels at the Pedley Filtration Plant (PFP). The work includes demolition of the existing PLC, RTU, and Automatic Backwash filter panels, design of a consolidated panel system, integration with the City’s SCADA, preparation of 30 % and 75 % design documents, final construction‑ready drawings, and construction‑phase support such as bid assistance, sub‑mittal reviews, and punch‑list closeout. The contract will be awarded to a single firm that can demonstrate at least five years of electrical/instrumentation experience and meet the City’s licensing, insurance, and ethical requirements. • Demolition of existing PLC, RTU, and ABW panels; install new consolidated control panel(s). • Provide full‑service design (30 % preliminary, 75 % detailed, final) with AutoCAD drawings, specifications, cost estimates, and SCADA integration. • Offer construction‑phase support: pre‑bid walk‑through, submittal and shop‑drawing review, on‑site visits, and final as‑built documentation.

Budget Estimate (AI):

$500,000 – $1,500,000

No contract value is disclosed, but a full‑service engineering design and construction‑support effort for a municipal water‑treatment facility typically ranges from several hundred thousand to low‑single‑digit millions of dollars. Assuming a mid‑size engineering firm with a team of 4‑6 senior staff and a project timeline of 6‑9 months, the fee could fall between $500,000 and $1,500,000, depending on hourly rates, complexity of SCADA integration, and the amount of construction‑phase support required.
