- Statewide contract to provide comprehensive marketing, advertising, public relations and media buying services for all State of Delaware agencies and eligible entities - Key services include: 1. Marketing and public relations campaign development and execution 2. Advertising creative services and production 3. Media planning, buying and placement across all channels 4. Creative design and content development 5. Strategic communications consulting - Two-year initial contract term from April 1, 2025 through March 31, 2027 - Three optional one-year renewal periods possible - Multiple vendors may be selected for award - All state agencies required to use contract; schools, municipalities and other entities eligible - Proposals evaluated on: - Technical approach (50 pts) - Experience/past performance (60 pts) - Staff qualifications (75 pts) - Creative capabilities (75 pts) - Response times (50 pts) - Pricing (30 pts) - References (15 pts)
