Description:
The Chautauqua County Department of Finance Purchasing Division is seeking an eProcurement Software Solution to drive greater process efficiencies through the County's procurement process. The solution must include features such as creation of Requests for Information, Request for Quotations, Request for Proposals, Invitation to Bids, and Sole Source Notification documents, solicitation process management, vendor management functionality, electronic bid/proposal submission and receipt, and evaluation of competitive bids. The County encourages all qualified applicants, including Minority-Owned Business Enterprises, Women-Owned Business Enterprises, Small Business Enterprises, and Disadvantaged Business Enterprises, to participate in the solicitation. • The solution must eliminate redundant software applications currently in use. • The solution must reduce manual, paper-based processes and process cycle times. • The solution must improve department/vendor interactions with use of the solution. • The solution must include vendor management functionality for vendor registration and selection using NIGP commodity codes. • The solution must allow for electronic bid/proposal submission and receipt. • The solution must allow for hardcopy submission and functionality that will allow the County to create and add a response for evaluation.
