Description:
The City of Santa Monica is seeking proposals from qualified firms for the development of a new Business Improvement District (BID) in Santa Monica. The selected consultant will be responsible for completing the project from contract award through final district formation and Council adoption by September 30, 2026. The scope of work includes six key tasks: project research and legal analysis, stakeholder identification, outreach and engagement, district design and implementation planning, legal formation and implementation support, and nonprofit BID organization formation. The consultant will provide various deliverables, including a project work plan and timeline, legal analysis, stakeholder database, and final binder with relevant documents. • The project requires strong project management and timeline coordination skills. • The consultant must demonstrate capacity to conduct multiple stakeholder engagement activities concurrently. • The consultant must have proven ability to meet all legal deadlines required for BID formation. • The consultant will provide a final binder with relevant documents, including executed resolutions, ballot summary, and other documents. • The consultant will be required to comply with the City's Living Wage Ordinance and other policies and ordinances.
