Description:
The City of Shoreline is seeking a consultant to conduct an Affordable Housing Feasibility Study. The study aims to provide a strategic, data-driven analysis of affordable housing policy options. The consultant will be expected to deliver actionable recommendations grounded in both quantitative analysis and qualitative stakeholder input, with a focus on long-term affordability, equity, and accessibility for Shoreline residents. The scope of services includes evaluating the feasibility of implementing additional affordable housing approaches, assessing existing barriers to affordable housing development and preservation, and identifying opportunities for new and expanded strategies to address housing affordability challenges. The consultant will be expected to design and facilitate a robust stakeholder engagement process and provide a comparative analysis of potential policy approaches. • Evaluate middle housing options and other tools to expand affordability across neighborhoods • Identify strategies to reduce tenant displacement and assess feasibility of anti-displacement policies • Assess the City's capacity and readiness to acquire properties to preserve affordability • Develop a framework for establishing and utilizing an Affordable Housing Trust Fund (AHTF) • Analyze Shoreline's demographic needs and recommend inclusive engagement strategies
