The Jet Propulsion Laboratory (JPL) is seeking proposals for Mechanical Engineering Support and Assistance (MESA) services. The awarded subcontractors will provide labor, materials, equipment, and facilities to perform mechanical systems engineering tasks in support of non-flight and flight technology development, system engineering, hardware development, and integration and test activities. The subcontract will be for a period of three years with a possible extension of two years. The proposal requires a technical/management proposal, a cost/price proposal, and a representative work orders exercise. • The subcontractor must demonstrate capabilities in all Core disciplines and one or both Specialty disciplines. • The subcontractor must have an accounting system that has been audited and determined adequate for determining costs applicable to this contract. • The subcontractor must provide a letter or report from their independent accounting firm stating that the firm approves of the adequacy of the subcontractor's accounting system. • The subcontractor must comply with all applicable laws and regulations, including export control laws and regulations. • The subcontractor must provide a Human Factors mitigation plan if their personnel will be working greater than 60 hours/week over a two-week period.
