The City of Cedar Rapids is seeking a proposal for a Computer Aided Dispatch (CAD), Mobile Data Client (Mobile), Law Enforcement Records Management System (RMS), and Jail Management System (JMS). The proposed system should be a commercial-off-the-shelf (COTS) solution that meets the City's requirements for functionality, performance, and integration with other systems. The proposal should include a comprehensive project plan, implementation and support details, and a warranty and maintenance agreement. The City is looking for a system that can support its law enforcement and fire/EMS agencies, and provide seamless integration with other systems and applications. Some of the key features and requirements include: • CAD system with multi-agency structure and law enforcement and fire/EMS functionality • Mobile Data Client with integrated mapping and AVL functionality • RMS with NIBRS-compliant functionality and tools for data integrity and accuracy • JMS with functionality for managing bookings, daily jail operations, and reporting • Interfaces with other systems and applications, including Zetron MAX Call Taking, Priority Dispatch ProQA, and I am Responding Paging System • Hardware and system software to support the proposed system • Implementation and support, including project management, configuration, testing, training, and construction of interfaces • Warranty and maintenance agreement with a minimum of 12 months of warranty and 10 years of maintenance
