Chaffee County is seeking a consultant to conduct a Housing Needs Assessment (HNA) to identify the type and amount of housing needed in the county and to ensure compliance with state methodologies and data elements. The HNA should include an analysis of existing housing stock, assessment of homelessness and housing instability, estimation of housing needs and gap analysis, and allocation of housing needs across jurisdictions. The consultant will develop a final report that includes a summary of findings, summary of current policy and programmatic responses, recommended policy and programmatic responses, and planning for future water supply needs. The project will involve stakeholder engagement, data collection, and analysis. • The HNA should follow the structure outlined in the SB24-174 methodology provided by the Department of Local Affairs Housing Needs Assessment Guidelines. • The consultant will conduct data gathering related to housing needs and displacement risk as prescribed by Senate Bill 24-174. • The HNA should include specific analytical outputs required by statute, including analysis of existing housing stock, assessment of homelessness and housing instability, and estimation of housing needs and gap analysis. • The consultant will develop a final report that includes a summary of findings, summary of current policy and programmatic responses, recommended policy and programmatic responses, and planning for future water supply needs.
