The objective of this project is for the Contractor to provide all labor, materials, and equipment necessary to repair monolith R14 in accordance with the plans and specifications. The expected magnitude of the project is between $10,000,000 and $25,000,000. The period of performance is expected to be 240 days. The work includes but is not limited to horizontal drilling, installing horizontal post tension anchor bars, internal pressure grouting, epoxy injection of surface cracks, installing water stops, underwater concrete placement, and dewatering the lock chamber at Holt Lock. • The solicitation will be available only as a direct download from the Procurement Integrated Enterprise Environment (PIEE) website. • Registration for plans and specifications should be made via the PIEE website. • The Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. • A small business is defined as having average annual receipts of less than $45,000,000 for the past three or five years. • The request for information (RFI) process for bidder inquiries during the advertisement period will be through the ProjNet internet-based system.
