The Allegheny County Sanitary Authority (ALCOSAN) is soliciting Letters of Interest and Statements of Qualifications from Professional Engineering firms interested in providing Professional Engineering Services for the Regionalization Program Project Management. The project involves managing the transfer of inter-municipal trunk sewers and associated wet weather control infrastructure from municipalities to ALCOSAN's jurisdiction. The selected firm will be responsible for tasks such as program management, transfer of regionalized infrastructure, permitting, asset management, post-transfer support, and construction inspection services. The contract will be for a base period of three years with two two-year option periods. • The project requires experience in projects with similar characteristics, including DEP permits, capital improvement planning, and sewer rehabilitation contracts. • The selected firm will be required to demonstrate their organizational, functional, and technical capabilities to provide guidance for best practices and assist with the development and implementation of workflows. • The firm will be responsible for updating ALCOSAN's business process workflows to support operation, maintenance, and planning efforts. • The project involves working with ALCOSAN's internal GIS staff, maintaining accurate inventory of regionalized assets, and performing queries of the database of regionalized infrastructure.
