The City of Pascagoula is seeking proposals from experienced community development consultant firms or individuals to provide administrative services for the Community Development Block Grant (CDBG) Entitlement Program. The selected proposer will assist the City in preparing and submitting HUD-required documents, including the Annual Action Plan (AAP) for Program Years 2026 and 2027. The proposal will be rated based on experience, qualifications, capacity, and price. • The proposer must have experience developing CDBG Entitlement Program Consolidated and Action Plans or similar planning and strategy documents. • The proposer must identify the primary individual to perform the administrative functions and provide three public agency references. • The proposer must demonstrate knowledge and technical expertise in developing CDBG Entitlement Program Consolidated Plans and Action Plans. • The proposer must have the capacity to perform required services in a timely manner according to HUD's deadline and the City's document development deadlines.
