The Vermont Department of Health is seeking one or more qualified vendors to migrate its National Electronic Disease Surveillance System (NEDSS Base System – NBS) from on‑premises to a cloud environment (Azure or AWS), install the newer NBS 7.x release, and provide ongoing technical, maintenance, and support services for both NBS 6.x (until migration completes) and NBS 7.x thereafter. The effort is broken into four optional categories—support for the legacy system, cloud migration, implementation/hosting of NBS 7, and post‑implementation support—allowing vendors to bid on any combination. The State expects a contract start in August 2026, full go‑live by 1 Jan 2027, and a five‑year support term thereafter. Bidders must demonstrate expertise across a complex technology stack (Elastic Search, Kafka, MS SQL Server, Docker, Kubernetes, NGINX, Istio, Terraform, Rhapsody, SAS, etc.), meet stringent security and compliance requirements (HIPAA, NIST 800‑53, SSAE 18 SOC 2 Type II, climate‑change certifications, etc.), and submit a single PDF ≤ 40 MB by 13 Mar 2026. • Migration of production, test, and development environments (NBS 6) to cloud, followed by installation and configuration of NBS 7.x. • Ongoing technical support, including data‑porting, Page Builder work, CDC MMG onboarding, ELR/eCR handling, SAS license updates, ETL for the state data‑warehouse, and help‑desk services. • Required expertise in container orchestration, messaging, search, and analytics technologies, plus compliance with HIPAA, NIST, and state climate‑change mandates.
