Description:
The General Services Administration (GSA) is conducting market research on behalf of the United States Office of Personnel Management (OPM) for the USA HIRE II Support Services. The purpose of this Request for Information (RFI) is to gather information from industry partners regarding their capabilities to perform as the prime contractor for this requirement. The Government is seeking a contractor to provide support services for the USA HIRE II program, which includes the procurement of labor, other direct costs, and travel within the Contiguous United States. The contract is expected to be awarded on a combination Time and Materials (T&M) and Firm Fixed Price (FFP) basis, with a period of performance of 12 months (base) and 7 years (optional). Some key points of interest for this opportunity include: • The Government is seeking feedback on the draft RFP and the attached Performance Work Statement (PWS). • The contractor will be responsible for establishing a secure, centralized 3rd Party Assessment Repository. • The Government is interested in alternative pricing models that can provide flexibility to manage exponential growth and potential hiring freezes. • The contractor will be required to provide a commercial platform capable of delivering commercial off-the-shelf (COTS) and Government off-the-shelf (GOTS) assessments. • The Government is seeking a contractor with experience in industrial/organizational psychology and psychometrics.

Budget Estimate (AI):

$10,000,000 – $50,000,000

The budget for this opportunity is difficult to estimate because the document does not provide a specific dollar amount. However, based on the scope of the project, which includes the procurement of labor, direct costs, and travel within the Contiguous United States, the budget could be substantial. A possible estimate could be in the range of $10 million to $50 million per year, considering the 12-month base period and the 7-year optional period. The actual budget will depend on various factors, including the number of personnel required, the location of the work, and the level of expertise needed.
