The Marin Housing Authority (MHA) is seeking a development consultant to provide development consulting services in support of the planning, financing, and execution of affordable housing initiatives across MHA’s portfolio. The scope of work includes project managing the conversion of all Public Housing units to RAD/Section 18 Blend for all six public housing properties, developing a Repositioning Plan for AMP002, and providing expertise on RAD and affordable housing developments. The successful candidate will provide project management for MHA’s development-related activities, including representing MHA’s interest and role as a co-developer, negotiating and implementing the terms of a Master Development Agreement, and serving as a strategy advisor to the Executive Director and Board of Commissioners. • The consultant will provide expertise on RAD and affordable housing developments • The consultant will help to build internal capacity for existing PHA employees • The consultant will communicate with residents about plans and practical matters • The consultant will manage all aspects of the RAD conversion process • The consultant will manage the preparation of a RAD Physical Needs Assessment • The consultant will manage the preparation and successful completion of a NEPA Part 50 Environmental Review
