The Illinois State Toll Highway Authority is seeking a qualified firm to submit a proposal for a new Tolling Back Office System (TBOS) that will replace the existing back office and host systems. The new system should provide a robust, scalable, flexible, and secure back office architecture, with extensive configurability and interconnectivity of sub-components, third-party services, and payment options. The system should support technology growth, have configurable and flexible Application Program Interfaces (APIs), and allow for ease of big data analysis and modifications to Business Rules. The contract will have an initial term of six years, with four years of renewal options, and a total term not exceeding ten years. • The system should provide Tollway customers with intuitive, optimized, and integrated self-service options. • The system should provide Tollway staff with streamlined and automated operations. • The system should meet the Performance needs of the Tollway and adhere to the Performance Measures. • The system should meet the requirements of PCI DSS and provide certification of PCI DSS compliance. • The system should support activities related to existing and future agency-to-agency, regional or national interoperability. • The system should provide advanced data analytics and meet the Audit needs of the Tollway.
