The New York State Department of Labor (“NYSDOL”) intends to procure software and licenses for workforce predictive analytics for strategic workforce solutions and predictions of business stress and growth scores pursuant to its discretionary purchasing authority under State Finance Law § 163(6). This procurement opportunity is limited to businesses certified pursuant to Article 3 of the Veterans’ Services Law.
BACKGROUND
The New York State Department of Labor (“NYSDOL”) is seeking vendor to provide software and licenses to access US and Canada Marketable records to review layoff aversion score, financial stress score, predictions of a businesses Stress or Growth six (6) to twelve (12) months in advance of a WARN notice being issued. Software and licenses must include scores for businesses with less than fifty (50) employees. This data supports Workforce Development initiatives through the identification of high growth industries, and the placement of individuals in related occupations.
STATEMENT OF WORK
The Selected Vendor shall provide software and licenses as outlined within the Attachment K – Statement of Work document attached to this ad.
Minimum Qualifications
The proposer or the firm the proposer is partnering with must meet the following minimum qualifications:
1. Software and/or Licenses must have the ability to create a Layoff Aversion Score for businesses.
2. Software and/or Licenses must have the ability to create a Financial Stress Score for businesses.
3. Software and/or Licenses must have the ability to predict a business’s Stress or Growth six (6) to twelve (12) months in advance of a WARN (Worker Adjustment and Retraining Notification) notice being issued.
4. Software and/or Licenses must have the ability to provide Stress and/or Growth Scores for businesses with less than fifty (50) employees.
5. The proposer must be able to deliver the services/licenses as detailed within the Attachment K - Statement of Work
Preferred Vendor Qualifications
In the event that more than one proposer or in the event that the proposer is partnering with another firm, meets all of the minimum qualifications as described in this NYS Contract Reporter Ad, NYSDOL reserves the right to invite the proposers or in the event that the proposer is partnering with another firm, to interview either in person at NYSDOL’s location at 1220 Washington Ave, Albany or via video conference.

The proposer must be willing to enter into an agreement substantially in accord with the terms of the Draft Contract posted to this ad should the proposer be selected for contract award.
