Oregon State University (“OSU” and/or “Owner”) is conducting a competitive TWO-STEP Request for Proposals (RFP) process to retain ONE (1) Firm or Joint Venture (JV) to provide Main Developer Services for the Innovation District at OSU-Cascades (the “Project”, “ID”, “Innovation District”). Oregon State University is using the term “Main Developer” in place of the traditionally used common industry term “Master Developer” – for this solicitation and contract, both refer to the same role and function. OSU is flexible on the makeup of the proposing Firm or Joint Venture (JV) and it is expected that the developer will add necessary teams/skills as the project moves forward.The evaluation process outlined in Section 7.8 will result in Firms who are in the competitive threshold being invited to participate in a Step 2 process (7.9) that may lead to final negotiations of a predevelopment agreement and main developer agreement with those remaining within the competitive threshold (“Contract”).The Main Developer and/or their General Contractor will be required to abide by OSU Standards and policies(Procurement Thresholds and Methods, Procurement Solicitations and Contracts) for design and construction with the Main Developer or their General Contractor required to hold an Oregon Construction Contractors Board (CCB) license and have a Public Works Bond filed prior to the start of construction.
