The City of Lancaster, California, is seeking a qualified consultant to provide services necessary for the administration of the City’s Cannabis Program. The consultant will perform tasks such as periodic surcharge audits of cannabis businesses, regulatory compliance inspections, review of applications for cannabis facilities, background checks, and other cannabis-related duties. The consultant must avoid situations involving actual or potential conflicts of interest and act in the best interests of the City and its citizens. • The consultant will perform a periodic surcharge audit of each cannabis business to verify the accuracy of revenue reported and remitted to the City. • The consultant will prepare for and facilitate regulatory compliance inspections of licensed commercial cannabis businesses to determine compliance with state and local laws and regulations. • The consultant will provide services for the review of applications for cannabis facilities, including initial review for compliance against the City’s and the California Department of Cannabis Control’s requirements. • The consultant may conduct background checks for cannabis operators at the time of renewal and throughout the year as needed. • The consultant will provide other additional cannabis-related duties as necessary.
