The State of Michigan's Department of Environment, Great Lakes, and Energy (EGLE) is seeking a contractor to provide consulting services for the Michigan Underground Storage Tank Authority (MUSTA) program review. The contractor will assist in determining reserve amounts for current and future claims, develop project work plans, consult with stakeholders, provide performance metrics, and identify risks to projects. The contract will be for a period of six months, and the contractor must comply with all original contract requirements. The evaluation criteria include technical evaluation, pricing, and overall economic impact to the State. • The MUSTA program administers the state's underground storage tank cleanup fund, providing reimbursement for eligible costs to owners and operators who have had a release from a UST. • The contractor will establish a per claim reserve amount and submit a final report with recommendations on how best to set reserve amounts for each claim. • The contractor must provide services as required by the Tier-Two SOW, including developing project work plans, consulting with stakeholders, and providing performance metrics. • The State agency or MiDEAL members will issue each Tier-Two SOW to all prequalified contractors, and the contractor must respond to each requirement or question and explain how it will fulfill each requirement.
