The Virgin Islands Workforce Development Board is seeking a contractor to provide WIOA technical consulting and workforce system support services. The contractor will provide comprehensive technical assistance, compliance support, and strategic workforce system guidance to the Virgin Islands Department of Labor and the Virgin Islands Workforce Development Board. The services include strengthening WIOA compliance and monitoring readiness, improving workforce system performance, supporting State Plan development and execution, enhancing federal reporting accuracy, and providing strategic technical guidance to workforce leadership. The contractor will also provide ongoing WIOA technical consulting services, including weekly consulting calls, written and verbal compliance feedback, and monthly in-person or virtual coordination meetings. • The contractor will provide technical assistance in WIOA implementation, including rewriting, editing, and refining the Virgin Islands Unified State Plan. • The contractor will conduct ongoing review and updates to the Virgin Islands WIOA State Plan as required. • The contractor will interpret and review Training and Employment Guidance Letters (TEGLs) as they are released and advise VIWDB and VIDOL on implementation impact. • The contractor will provide guidance and consultation to address and clear USDOL monitoring findings. • The contractor will develop, track, and maintain corrective action measures to ensure sustained compliance. • The contractor will provide documentation review and recommendations to support federal monitoring, audit readiness, and risk mitigation.
