The County of San Luis Obispo is seeking a consultant to provide oversight and guidance for the CDBG-DR funded Manufactured Home Replacement and Elevation Project. The consultant will be responsible for ensuring compliance with federal and state requirements, developing a marketing plan, and providing guidance on program policies and procedures. The project aims to replace manufactured homes damaged by the December 2022 – January 2023 storms in San Luis Obispo County. Key services include: • Oversight and guidance of the CDBG-DR grant funded project • Development of a marketing plan to reach eligible applicants • Guidance on program policies, procedures, and practices • Monitoring of program compliance with federal and state regulations • Providing guidance on potential relocation of applicants The consultant will work closely with the County's staff and will be required to submit a proposal that includes a cover letter, description of the firm, staffing plan, references, and a scope of work. The County reserves the right to reject any and all proposals and to waive any irregularity or informality in the RFP process.
