Description:
The City of Ann Arbor is seeking a qualified engineering consultancy to design, specify, and support the procurement of an odor‑control system for the truck‑loading area of the Solids‑Handling Building at its Wastewater Resource Recovery Facility. The scope includes preparing construction‑ready plans and specifications (60 %, 90 %, 100 %), developing a Maintenance‑of‑Plant‑Operations (MOPO) plan, producing technical memoranda, cost estimates, construction schedules, securing all required permits (Ann Arbor Township and Michigan EGLE), and providing bid‑advertising support such as pre‑bid meetings and bid evaluation. Deliverables must be submitted in Microsoft Word and AutoCAD 2024 formats, and the consultant must coordinate closely with WRRF staff throughout design and construction phases. • Design of a fan‑style misting odor‑control system (Planet Breeze) for both Level 1 and Level 2 truck‑loading zones, including Visqueen barrier considerations. • Preparation of all permitting documentation (site‑plan amendment, new Air‑Quality permit, and coordination for contractor‑level mechanical/electrical/plumbing permits). • Development of a detailed MOPO plan, construction phasing schedule, and cost estimate, plus support for bid advertising, evaluation, and award recommendation.
