Description:
The County of El Dorado is establishing two Qualified Lists (QLs) – one for defensible‑space clearing and one for home‑hardening retrofits – to support the Weber Creek wildfire‑mitigation project. Firms that qualify will be eligible for individual, low‑bid, site‑specific contracts over a five‑year horizon, with each homesite work performed under a master agreement (initial term three years, extendable to five). The scope covers vegetation removal, brush clearing, creation of defensible‑space zones, and retrofitting residences with fire‑resistant roofing, windows, doors, vents, siding, garage doors, gutters, and related components, all in compliance with California’s 2025 WUI code and CAL FIRE guidelines. • Create and maintain Qualified Lists for defensible‑space and home‑hardening services. • Perform site‑specific vegetation clearance (Zones 0‑2) and fire‑resistant retrofits on single‑family, duplex, quad‑plex, and manufactured homes. • Work under firm‑fixed‑price, low‑bid contracts; each homesite bid must be submitted within ~1 week of receiving the County’s assessment report and attending a mandatory on‑site walk‑through. • Master Agreement term 3 years, with up to four 1‑year extensions (maximum 5 years). • Required licenses: C‑49 Tree & Palm Contractor for defensible space, or Class B/ B‑2 General Building Contractor for home hardening; bonding, insurance, and DIR registration mandatory.

Budget Estimate (AI):

$250,000 – $2,500,000

The solicitation does not disclose a total contract value, but the Master Agreement caps total funding at $5 million across all tri‑party agreements. Assuming an average homesite contract ranges from $5,000 to $15,000 and a qualified firm secures 30–150 homesite jobs over the five‑year term, the firm’s revenue could fall between roughly $250,000 and $2.5 million. Larger firms that win a higher share of the work could approach the upper end, while smaller firms with fewer assignments would be nearer the lower end.
